A 15-year-old boy tossed some fireworks into the woods, igniting a massive wildfire which burned more than 48,000 acres in Oregon. A judge ordered the boy to pay $36.6 million in restitution to various victims, companies and government agencies, a ruling the boy’s attorney says violates Constitutional protections against cruel and unusual punishment.
